7.16. setNodeVel command

setNodeVel(nodeTag, dof, value, '-commit')

set the nodal velocity at the specified DOF.

nodeTag (int)	node tag.
dof (int)	the DOF of the velocity to be set.
value (float)	velocity value
'-commit' (str)	commit nodal state. (optional)
